Blackboard eLearning System


South Carolina State University uses the Blackboard eLearning system to support various online learning activities. University Computing and Information Technology Services (UCITS) provides administrative support and training for the Blackboard eLearning system. For information on Blackboard training, please contact the UCITS Helpdesk.


State Authorization
South Carolina State University is currently authorized, licensed, exempt, not subject to approval or is permitted to enroll students in online courses and programs in 48 states as a result of our participation in the National Council for State Authorization Reciprocity Agreement (SARA).


Consumer Complaint


South Carolina State University’s student complaint procedures are described in the Student Handbook, pages 104-107. Students may also seek resolution of a complaint through the South Carolina Commission on Higher Education at:

The Commission provides full online explanation and support of its complaint process at CHE’s Student Complaint Procedure and form. Complaints regarding student grades or conduct violations are governed entirely by institutional policy and will not be considered by CHE.
