SC State University’s dynamic Executive Speaker Series will continue on Wednesday, Sept. 28, 2011 at noon in Belcher Hall’s fourth floor auditorium, with Otis Rawl, Jr., president and chief executive officer for the South Carolina Chamber of Commerce. His topic will be: “The Business Climate in South Carolina.”
Prior to assuming his current position, Rawl was vice president of public policy for the South Carolina Chamber of Commerce, and later he was also given the responsibility of the chief operating officer. He began his career with the South Carolina Department of Revenue as a tax auditor and later became director of tax research. He primarily provided research assistance and advice to the legislative and executive branches on tax legislation and tax administration, as well as technical assistance to the Board of Economic Advisors on revenue projections. He also worked with the Department of Commerce on the recruitment of new industry and local governments in all phases of federal, state and local taxation.
In 1995, Rawl was appointed chief of staff of the Department of Public Safety by the governor of South Carolina. And, in 1999, he became deputy executive administrator for Tax Operations of the South Carolina Department of Revenue where he served until his retirement there in 2001.
Rawl has membership on the Lexington School Board Foundation, Capital City Club Board of Governors and Security Federal Bank Board of Directors.
A life-long resident of Lexington County, Rawl is a graduate of the University of South Carolina (USC). He has a Bachelor of Arts degree from the School of Government and International Studies at USC, with a major in public administration.
