The philosophy is to provide access and choice to students who, without such aid would not be able to attend SC State University.

Summer Transportation Institute
The National Summer Transportation Institute (NSTI) originated at SC State in 1993 as a pilot project through the cooperative efforts of SC State, the S.C. Department of Transportation and the FHWA South Carolina Division Office. In 1999, the NSTI became the first transportation education program for secondary school students to be authorized by Congress in the Transportation Equity Act for the 21st Century.
