Demetrius Chatman

Demetrius A. Chatman, MBA, provides leadership and oversight for the University's Title III federal grants Part B and F funds, including program administration, fiscal management, compliance, reporting, personnel, activity monitoring, and implementation of institutional initiatives designed to strengthen academic programs, student success, infrastructure, technology, faculty and staff development, and overall institutional capacity. Previously served as Assistant Director/Program Manager.

Background

 Chatman is a dedicated public servant, higher education administrator, educator, and community leader whose career reflects a strong commitment to service, leadership, and creating opportunities for others.

He has dedicated more than 20 years of professional service to South Carolina State University. Throughout his career, he has advanced through several administrative positions and currently serves as Acting Director of Title III Programs. In this role, he provides leadership and oversight for federal grant programs that strengthen the University’s academic programs, infrastructure, technology, student success initiatives, faculty and staff development, and overall institutional capacity. He also serves as an instructor for university 101.

His commitment to public service extends throughout the Town of Winnsboro. First elected to Town Council in 2019, Chatman later served as Mayor Pro Tem before being elected Mayor in April 2025. He assumed office on July 1, 2025, becoming the first African American mayor in the history of the Town of Winnsboro. His leadership focuses on economic development, downtown revitalization, infrastructure improvements, stronger neighborhoods, and positioning Winnsboro for sustainable growth while preserving the community’s unique character.

Chatman’s leadership and service have earned several distinctions, including recognition as a South Carolina State University Distinguished Young Alumnus and 40 Under 40 honoree. He was also selected for the 2026 Riley Mayors’ Design Fellowship, joining municipal leaders focused on strengthening communities through innovative planning and design.

Whether serving students, representing his hometown, or working alongside community partners, Chatman remains guided by a simple principle: leadership is about service, collaboration, and leaving the community stronger for the generations that follow.
