Transforming Behavioral Health
Jessica M. Davis is a seasoned behavioral health leader with more than a decade of experience in mental health counseling, substance use treatment, and statewide program management. She currently serves as Director of Adolescent Treatment Services at the South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS), where she oversees 46 county adolescent treatment and behavioral health programs, manages the state’s Problem Gambling Initiative, and represents the agency on the Human Trafficking Taskforce. In this role, she provides technical assistance to more than 90 providers, develops statewide policies, and leads cross-agency initiatives to improve adolescent and family outcomes.
Previously, Davis directed South Carolina’s SBIRT (Screening, Brief Intervention, and Referral to Treatment) programs, building statewide partnerships with hospitals and behavioral health settings while training providers in evidence-based practices. Her career also includes roles as an inpatient forensic mental health counselor, counselor with the Mississippi Department of Rehabilitation Services, and human services coordinator with the South Carolina Department of Mental Health, where she managed crisis response, outpatient therapy, and community-based interventions.
Throughout her career, Davis has been recognized for her expertise in program development, case management, crisis intervention, and workforce training. Passionate about improving the quality of life for vulnerable populations, she continues to advance innovative, collaborative approaches to behavioral health care in South Carolina and beyond.
