CHAPTER 34, OLD GI BILL

This program was discontinued on December 31, 1989. Generally, veteran students under this chapter entered active duty prior to January 1, 1977. Certain students eligible under this chapter on December 31, 1989, may also be eligible for Chapter 30 educational benefits if they have additional active-duty service from October 19, 1984, through June 30, 1985, and meet other criteria as established under Chapter 30 guidelines. CHAPTER 30, NEW GI BILL (MONTGOMERY GI BILL)

Entered Active Duty after June 30, 1985. Completed at least 2 years continuous active service; contributed $1200 to the program; received a high school diploma or GED; and received an honorable discharge. For more information on the New Montgomery GI Bill select education benefits.

CHAPTER 1606, NEW GI BILL (SELECTED RESERVE)

Any person who enlists, re-enlists, or extends an enlistment in the Selective Reserve for not less than 6 years, in addition to any other period of obligation after June 30, 1985 and completed high school or GED, IADT, 180 days of service in the selective reserve and is satisfactorily participating in required training in the selective reserve. CHAPTER 32, VETERANS EDUCATIONAL ASSISTANCE PROGRAM(VEAP)

Entered the military service after January 1, 1977, contributed to the program, and did not contract with the Armed Forces under a delayed entry program. Benefits are dependent upon total contributions made and are calculated individually. No allowance is made for payment for dependents. Active duty service members may receive full VA educational entitlement under the VEAP program. Under specified conditions, participants under VEAP may be eligible to convert their entitlement to the New/Montgomery GI Bill. CHAPTER 35, DEPENDENTS EDUCATIONAL ASSISTANCE PROGRAM

This portion of 38 U.S.C. authorizes educational benefits to dependents and survivors of certain veterans who have serious disabilities as the result of their service, (100% disabled), or who have died of a service-connected cause, were a prisoner of war, or missing in action. CHAPTER 31, VOCATIONAL REHABILITATION

Veterans who have been declared disabled by the Department of Veterans Affairs due to service related injury. For more information on Vocational Rehabilitation contact your case manager.

ACTIVATED RESERVISTS AFTER SEPTEMBER 11, 2001 - CHAPTER REAP (Formerly 1607) 

Certain reservists who were activated after September 11, 2001 may either be eligible for education benefits or eligible for increased benefits. For more information on Chapter 1607 select education  benefits.

CHAPTER 33, THE POST-9/11 VETERANS EDUCATIONAL ASSISTANCE ACT OF 2008 

The Post-9/11 GI Bill is for individuals with at least 90 days of aggregate service on or after September 11, 2001 or individuals discharged with a service-connected disability after 30 days. Benefits for Chapter 33 are not payable until after August 1, 2009.

FREE TUITION/EDUCATION ASSISTANCE (FREE TUITION FOR CERTAIN VETERANS' CHILDREN)

Provides for free tuition to the children of certain war veterans attending South Carolina state supported colleges and universities as well as state supported post high school technical education institutions. Getting VA benefits started

New Students

1. To apply for your education benefits, visit: https://www.va.gov/education/how-to-apply/ 

Veterans eligible for Chapter 31 benefits must contact their Vocational Rehabilitation Counselor before enrollment into the University. Veterans under Chapter 31 must submit Form 28-1905 (received from Vocational Rehabilitation Counselor) to the VA Coordinator.

2. It can take 6 to 8 weeks for the Department of Veterans Affairs to process your application. It is highly advised that new students entering for the Spring Semester complete their application no later than December 1st, new students entering for the Fall Semester no later than June 1st.

3. Once your benefits letter or Certificate of Eligibility is received, immediately submit it to the VA Coordinator

4. All Chapters must complete VA Enrollment Certification Request Form.

5. Submit VA Enrollment Certification Request Form (by mail or in-person) to:

Continuing Students

1. If necessary, update any change in chapter status via the Department of Veterans Affairs by submitting the required documentation.  Students under Chapters 30, 31, 32, 33, 1606, & 1607 fill out form 22-1995. Students under Chapter 35 fill out form 22-5495.  Submit your forms to the VA using the address provided on the form.

2. Complete VA Enrollment Certification Request Form. All Veterans and Dependent students must verify their enrollment each semester.

3. Submit VA Enrollment Certification Request Form (by mail or in-person) to:

Transfer Students

Veteran students transferring to South Carolina State University from another institution must update their status by completing the following:

1. Students under Chapters 30, 31, 32, 33, 1606, & 1607 fill out form 22-1995. Students under Chapter 35 fill out form 22-5495.  Submit your forms to the VA using the address provided on the form.

2. Complete VA Enrollment Certification Request Form. All Veterans and Dependent students must verify their enrollment each semester.

3. Submit the documentation above (by mail or in-person) to:

Note: It can take six to eight weeks for the Department of Veterans Affairs to process VA Applications and Enrollment Certification Request Forms. New and continuing students seeking Veterans benefits are asked to complete and submit all necessary documentation no later than June 1st for the Fall Semester and December 1st for the Spring Semester. (Chapters 30, 35, 1606, & 1607) must call the Department of Veterans Affairs at 877-823-2378 or 888-442-4551 monthly to process enrollment verification for payment.

Required forms to apply for benefits

Please note before our office can submit your enrollment to the Department of Veterans Affairs, you must submit the required documentation. 

  • DD FORM 214 (Discharge Papers) -(Member 4) (Service members & Veterans)
  • DD FORM 2384-NOBE (NOTICE OF BASIC ELIGIBILITY) (Those currently in a unit, i.e. National  Guard or Reserve).
  • CURRICULUM (EVERYBODY MUST HAVE ONE ON FILE)
  • Kicker Contract, Orders, & Drilling Dates (Reserve or National Guard Must (Get this from unit)) Please note, if you are deployed anytime throughout the semester, you are to submit your official orders to your instructors and our office.  
  • Copy of Certificate of Eligibility (COE)   Must be on file before anything is submitted to the VA. 

The Department of Veterans Affairs must have one of the following applications on file for you.  Please call 1-888-442-4551, to apply and check on the status of your application. 

  • VA FORM 22-1990 (Application for Education Benefits)
  • VA FORM 22-1990E (Application for Transfer of Entitlement (TOE) (children and spouses)
  • VA FORM 22-5490 (Application for Survivor’s and Dependent’s Educational Assistance)
  • VA FORM 22-1995 (Request for Change of Program or Place of Training)
  • VA FORM 22-5495 (Request for Change of Program or Place of Training Survivors’ and Dependents’)

These items should have been submitted to Admissions/Graduate Admissions.  We also need them! 

  • High School Transcript(s)
  • All Transfer College Transcripts
  • Military Transcript Either your Joint Services or Community College of Air Force (CCAF)

Yes scholarships must be reported to the VA if they are paying for your tuition & fees, books, etc. 

  •  Scholarship Information If you have any form of scholarship, it must be submitted to our office.
